Education in our Catholic faith and tradition is a critical component of the Diocese of Green Bay's greater mission. Lifelong education, employing the three distinct and fundamental forms, is an integral part of our past success and future vision as a community of believers. Through Catholic schools, adult faith formation, and religious education, we continue to support all members of our Catholic community in becoming well-versed in the tenets of our faith and committed to living as Jesus asked us to live.

Vision of the Department of Education
The vision of the Diocese of Green Bay Department of Education is one that challenges our parishes and schools to become supporters of lifelong Catholic learning. This vision immerses adults and children in discipleship and helps them build up the Kingdom of God. This call to discipleship will ensure that the Diocese of Green Bay has the premier Catholic educational program in the country.
Adult Faith Formation will be at the center of the educational mission of the Catholic Church. The adult catechetical efforts of the parishes will be formative experiences that help adults to know and defend their faith. Religious Education Programs will aid parents and guardians in responding to their baptismal promise of being the primary teachers of the faith. Programs will lead our children to Christ through Sacraments, Scripture and the rich Tradition of the Catholic Church. A positive environment will be created for life-long Catholic learning. Catholic Schools will continue to welcome all students and are committed to a partnership with parents and guardians. Our schools will embrace the Gospel imperative of service to others. Students will be missionaries who are spreading the gospel and defending their faith. Who’s Who at the Department of Education?
Joseph A. Bound, Ph.D., Director of Education: Joe is responsible for administrative and promotional services for all aspects of Catholic education in the Diocese: adult faith formation, parish religious education, and Catholic schools. He received his BA in Business Administration from Seattle University, his MBA from California State University, Stanislaus, and his Ph.D. from Purdue University. Along with supervising the Department of Education, Joe is also the main liaison between the Department of Education and the Diocesan Board of Education, and provides consultation to the field on educational planning issues. Joe is responsible for the development and implementation of the Diocesan strategic plans related to the three forms of Catholic education.
Debbie Linnane, Administrative Assistant: Debbie’s main responsibilities include providing administrative assistant services to Dr. Bound, Director of Education, and assist in the workflow of secretarial services for the education team. Currently she also offers secretarial assistance in preparation of materials for the Diocesan Board of Education.
Carol Fountain, Administrative Assistant (part-time), Education Department: Carol’s responsibilities at the Department of Education are varied; she assists all directors and support staff as needed and is responsible for publishing the Department of Education newsletter. Prior to this assignment, she worked on the Faith Alive Schools initiative within the Department.
Deacon Ray DuBois, Promotional Services Director: Dcn. Ray is responsible for the development of strategic marketing plans for religious education, Catholic schools, and adult catechesis. He is a resource for parishes, schools, and systems to use in developing and implementing marketing, promotional, and development activities. He received his BA in English from Fordham University; MBA from Baruch College – City University of New York; and a MA in Pastoral Ministries from Saint Mary’s University of Minnesota. He was ordained to the permanent diaconate for the Diocese of Green Bay in May 2004.
Rosie Bartel, Religious Education Director: Rosie has been involved in Catholic education for about 40 years. Positions held have been a Catholic school teacher, catechist, Director of Religious Education and school principal. Committed to quality Catholic faith formation for Catholics of all ages, Rosie is passionate about providing everyone involved in catechetical ministry the professional development that will deliver the best programs for our Catholics.
Julianne Donlon, Adult Faith Formation Director: Julianne grew up in Hacketstown, Co. Carlow, Ireland, a small village set in the foothills of the Wicklow mountains. Since moving to the United States in 2001 Julianne has been a Director of Adult Faith Formation, Director of Religious Education and Youth Minister in addition to working in Catholic schools throughout the State. Julianne graduated with a degree in History, a degree in Religious Studies and a Masters in Theology and Education from Mater Dei College, Maynooth University and Dublin City University in Ireland.
Shelia Schaut, Administrative Assistant, Adult Faith Formation/ Bookkeeper: Shelia is currently the Administrative Assistant to Julianne Donlon, Adult Faith Formation Director. As department bookkeeper, she is responsible for coordinating payment of department expenses and maintaining accounts receivable. Along with this position Shelia gathers and records registrations from those who attend the numerous events, in-services, and workshops developed through the department.
Diane M. Walters, Curriculum and Instruction Director: Diane is responsible for developing and implementing the diocesan standards-based curriculum K-12, and providing training for the curriculum software program Link4Learning. She plans and develops the accreditation process for all schools, and is the WRISA jurisdictional representative for the region. Responsibilities for personnel services include curriculum in-services; PI34 Initial Educator and Mentor training; Supportive Consultant Programs; professional development training for administrators and teachers; and the liaison for testing/student assessment programs. She serves on the board for WCRIS (Wisconsin Council of Religious and Independent Schools). She has a BS in Social Work and a minor in Psychology, is a licensed educator, and has a MS in Curriculum and Instruction.
Jackie VanKauwenberg, Administrative Assistant, Schools: Jackie serves as the administrative assistant to Diane Walters, Curriculum and Instruction Director. She provides secretarial support for the development of programs such as leadership days, initial educator training, mentor and supportive consultant training. Other duties include keeping personnel files updated, along with school orders being placed and processed through Jackie. Jackie works with SEVIS, the Student and Exchange Visitor Program for our international exchange students in obtaining proper documents to study at our diocesan schools.
