Catholic Charities Refugee Program Services works with refugee families and community services in Manitowoc, Brown, Outagamie, Winnebago, Calumet and Fond du Lac counties to build on cultural strengths and to resolve issues in the homes through:
Building Understanding in Communities
We help communities better understand refugee families and their culture by:
- Conducting workshops
- Offering counseling for refugee individuals and families
- Providing crisis intervention and outreach
- Consulting with service providers
- Ensuring that our services are free and confidential

Accredited and Certified
Catholic Charities is nationally accredited by the Council of Services for Families and Children. It also is a state certified mental health clinic, and is licensed by the State of Wisconsin as a child welfare agency.
The Immigration Program is accredited by the Board of Immigration Appeals, U.S. Department of Justice.
Counseling, Child Welfare, Budget Counseling, Hispanic Outreach, and Immigration Services are accredited by the Council of Accreditation (COA). Accreditation from the Council on Accreditation for Family and Children’s Agencies ensures that Catholic Charities operates under the highest professional standards and best practices in the nation.

Refugee Family Strengthening Project
We work with families and community services to build on cultural strengths. We serve Hmong and Lao families in Brown, Fond Du Lac, Manitowoc, Outagamie, and Winnebago counties. We help families stop violence in their homes.
We help build understanding in communities about the dynamics of refugee families and their culture by:
- Conducting workshops
- Offering counseling for refugee individuals and families
- Providing crisis intervention and outreach
- Consulting with service providers
- Ensuring that our services are free and confidential
We seek out refugee volunteers who can share their understanding with local service providers.

Sib Pab Ciaj Vaj Program: A Path to Non-Violence
Sib Pab Ciaj Vaj: A Path to Non-Violence is a 22-week program designed to help refugee batterers with the language and cultural challenges they face when a court orders them to attend a batterers intervention program.
Sib Pab Ciaj Vaj: A Path to Non-Violence is based on the belief that ending domestic violence in the Hmong community means “digging out the roots of a tree, not chopping off its branches.”
We focus on:
- The Core value system
- The experiences that led the abuser to abuse and think that it is right
- Developing their ability to not abuse their children and partner
Sib Pab Ciaj Vaj: A Path to Non-Violence uses Hmong language and culture in a way that allows the Hmong batterer to take responsibility for his actions, instead of using his culture as an excuse for what he did.
Because the family is at the center of our values, we believe this treatment program must be tailored for the whole family — children, victim and abusers.
Our goal is for each man to learn to identify his controlling and abusive behaviors, while encouraging him to deal with his needs, wants, feelings, thoughts and conflicts in assertive/respectful ways.
